The purpose of this project was to conduct a census and survey of all government and private secondary schools, both General and Technical in Timor-Leste, to validate the accuracy of school demographic records and records of teaching personnel qualifications held with the Ministry of Education, Youth, and Sports (MEJD). The data collected will be used to assist in planning potential activities for pre-service and in-service teacher training.

Research was combined quantitative and qualitative, as follows:

• 3575 surveys conducted with secondary school teachers,
• 348 key informant interviews conducted with randomly selected teachers;
• 164 key informant interviews conducted with school directors;
• 164 rapid assessment conducted to assess the school infrastructure and demographics.
